Explanatory Note

The unsigned integer that specifies the maximum number of record formats can be changed. However, the size of the record type item must remain the same. If the original value of the unsigned integer is 14 or less, then the new value must not exceed 14. If the original value is 15 or more, then the new value must not be less than 15.
