The primary Operations Sentinel server is the one that makes the first connection to the OS 2200 partition console.

If two consoles for the same OS 2200 partition connect to different Operations Sentinel servers, the Operations Sentinel server connected to the primary console is considered as the primary Operations Sentinel server.
